JOSE GOMEZ HAS BEEN IN THE UNITED States working hard manual-labor jobs for 12 years now. He has earned his income--first as a gardener, then a roofer and now as a third-shift machinist--under a Social Security number (SSN) that is not his own. In fact, his paycheck identifies him as Juan Feliz, but he tells co-workers to simply call him Jose.

The portion of Gomez's hard-earned income that doesn't go to Uncle Sam goes to support his wife and three children, ages 5, 8 and 11. At home, the family speaks Spanish. On the job, Gomez speaks broken English that can best be described as functional. Hi...
